Same drill with EGR valve ( the one just before the intake manifold). If all of the above is good, remove rubber intake pipe coming from the intercooler, remove anti-shudder valve, remove EGR valve and inspect for soot build up. The soot build up in the EGR valve and it's tube will greatly indicate the condition of the other components.

Have confirmed the vacuum line to the EGR Cooler "valve side" is dedicated, so removal/cap off is correct. You need to reset the throttle. It involves the ignition and the gas pedal and waiting a certain amount of time. Worked for mine, but I don't remember the exact procedure. probably key to ON position engine OFF, and some combination of the pedal to the floor for some minimum amount of time

10 Jan 2022. #3. You have insufficient flow through the EGR system, IMO the magic sprays and in place flushes are a waste of time. 22K miles is very low, but unfortunately not a rare problem. You could try a VW main dealer and see if you get any ‘goodwill’ work carried out. I have just cleaned a T6 EGR system with more than 100K and the Hi guys, so I'm experiencing the exact same issue with my b6 3c Passat 2.0 TDI 2009 model. Had a long drive today to another town, whenever I drove on an uphill road, the car went on limp mode. Basically, no power and the speed dropped from 110km\h -> 50km\h where the car was able to keep going without any more reduction in speed.
Remove both hoses pictured below (red arrow is for a later step, bleeding the coolant system). Attach a drain hose to one of the hoses and press a garden hose against the other. Once it's clean, flush it with distilled water. Then remove the oil cooler hose pictured above and flush it the same way as the heater core.
I took the Passat to the dealership so they could confirm the intercooler coolant leak and provide a repair estimate which was $1460+tax. They gave me the VW Customer Assistance hotline number so I could request assistance with the repair. The Passat was delivered in late August 2013 and has ~71k miles on it.
